Your Money Works for You
CID assessment expenditures are restricted to the district; whatever is collected within the district, goes towards projects and programs important to the district.

The CID is a mechanism by the commercial owners, for the commercial owners. Funds are directly managed by the CID board of directors who are local commercial property owners just like you. The board consists of eight local property owners. The board determines the programs and projects as well as the specific assessment each year.

CID INVESTMENT

CIDs are funded through self-imposed ad valorem real estate taxes on commercial properties. This is not a sales tax or a residential tax and there is a limit on how much may be collected.

In DeKalb County, the maximum allowable rate is 5 mills. This is the millage rate adopted by the Chamblee Doraville CID board of directors, although the board determines that amount each year. It amounts to $5 per $1,000 of assessed property value. The calculation is based on the assessed value of the eligible commercial property and not the appraised value.

Example:

  • Property appraised at $500,000 
  • Property assessed at $200,000 (or 40% of appraised value)
  • $1,000 added to county tax bill for the CID ($200,000 x .005)
  • Amount can be passed through

Once received and verified, the Chamblee Doraville CID will submit consent forms to the DeKalb County Tax Commissioner in March. Following validation and legal approval, the properties will be included in the subsequent CID tax digest. Please note the Tax Commissioner validates CID applications only once a year. This is not a rolling process.
